Sex before marriage is a crime

Read this text (Heb.13:4) using this translation Amp.
If a man loves a lady and wants to marry her, the first thought must not be in sex but what to do to, to make it work out honourably.
If you marry a lady and you don't pay her dowry and fulfil all marital rites, that marriage can never succeed and the blessings of God can never be seen in such a home.
